Welch

William Harris Welch was born on December 15, 1862, in Erie, Pennsylvania, and later moved to Lock Haven. He completed his education at the State Normal School before working in civil engineering alongside his father on the Pennsylvania railroad. Welch became an assistant supervisor in Canandaigua in 1885 and was appointed supervisor of the Canandaigua division in 1891. He also served as village engineer and contributed significantly to local infrastructure. He married Grace Raines in 1888 and had four children.
