Biography of Joseph L. Carter
Joseph L. Carter, born on January 22, 1845, at a Methodist Episcopal Mission near Salem, was a notable educator in Eastern Oregon. The son of David Carter, he moved with his mother to Brownsville after his father’s death in 1854. Graduating from Willamette University in 1868, he dedicated twelve years to teaching, notably as preceptor of Blue Mountain Academy. Subsequently, he ventured into the drug business before becoming school superintendent in 1888, a position he still holds. He married Maggie E. Rector in 1869.
