La Grande, Oregon Ralph V. Carter, 88, of Florence and formerly of La Grande, died Sept. 26. The family will have a private memorial service at a later date. Mr. Carter was born Sept. 5, 1918, in Henning, Minn., to Clarence and Lillian Carter, the fourth of eight children. He worked in the Civilian Conservation Corps and spent four years in the Army with the Coastal Defense Battalion.
