Ralph V. Carter, 88, passed away on September 26 in Florence, Oregon, formerly residing in La Grande. Born on September 5, 1918, in Henning, Minnesota, he served in the Army and worked as an assessor and right-of-way appraiser in Oregon. In 1959, he relocated with his family to escape harsh winters. A lover of the outdoors and games, he is survived by his wife, children, and numerous grandchildren. A private memorial service will be held later.
