Enterprise, Wallowa County, Oregon Bay, Arthur Donavon, 61, of Salem died Feb. 18, 1982 at his home. Born in Enterprise on May 10, 1920, he was the son of Wayne and Adda (Ownbey) Bay. He had been employed as a machine operator for the Salem Concrete Pipe Co. On Aug. 5, 1948 he was married to Lora Dunn Moore Bay in Lewiston. They moved to Salem in 1964.
